At a brief ceremony held in the offices of the Energy Regulatory Authority (ERA) on, 19 February, USAID and the ERA signed a Memorandum of Understanding (MOU). The MOU is a continuation of USAID’s technical assistance support for Mongolia’s ERA.

The project completed the assessment of Mongolia’s Free Trade Zones program and site evaluations of the proposed Zamyn-Uud and Altanbulag FTZs, in response to a request from the Ministry of Industry and Trade (MOIT). Horst Meinecke, EPRC’s Energy Advisor, joined a national delegation in attending a World Bank sponsored workshop on commercialization and privatization of Mongolia’s energy sector. The event took place in Washington, DC, during 26-29 January and forms part of the development of a sustainable energy sector strategy. The Mongolia delegation included: GANJUUR Radii, DAMDINSUREN Gungaarentsen, and TUMENTSOGT Tsevengmid from the Energy Regulatory Authority (ERA); TSERENPUREV Tudev from the Ministry of Infrastructure (MOI); TSETTSEG-OCHIR Badarndorj and BAILIKHUU Dambachultem from the State Property Commission (SPC); CHIMEDDORJ Demchigjav from the National Distpatch Centre (NDC); Dashiin BATSAIKHAN from UBEDN; and BAYARBAATAR Tsendsuren from Power Plant UB#4.

At the request of the Office of the Prime Minister, EPRC began work on revisions of the draft document “An Economic Development Strategy for Mongolia; Unleashing the Potential for a Vibrant, Educated Society” During January, the project submitted comments on trade and investment, energy policy, and the underlying economic sector modeling being proposed.

At the request of the Ministry of Finance, EPRC will provide assistance to the GOM during the month of February on:
- Comparative international analysis of best country practices and lessons learned from the use and administration of stability agreements in the mining sector
- Development of an economic and financial model to estimate the impact over time of diverse stability agreement scenarios on, inter alia, fiscal revenues, royalties, employment, income, current account, capital account, and regional effects
- Development of alternative scenarios to inform government policy options in the mining sector

For the past two months, at the request of the Ministry of Infrastructure (MOI), EPRC has been involved in assisting with the revision of the draft Energy Efficiency Law. The draft law achieves the desired balance of inducing users to understand and implement energy conservation without crossing the fine line of the government interference with the operation and management of private enterprises. Absent from the current draft is the large inspection unit that would have been required to conduct energy audits and impose draconian penalties for private users found not in compliance with the proposed standards.

At a meeting held in Ikh Tinger on Sunday, 11 January, EPRC team members, USAID, and the U.S. Embassy provided an in-depth briefing to the Prime Minister, Mr Nambaryn Enkhbayar, and members of his cabinet on the purpose, objectives and first year work plan of the project.
